State & Federal Programs Meetings

In efforts to reduce SMCOE’s ecological footprint and move towards our goal of becoming Zero Waste, SMCOE will no longer be serving beverages in single use disposable plastic bottles. Please plan to bring a refillable bottle to take advantage of the multiple hydration stations throughout the building.

Consolidated Application

The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various federal programs to county offices, school districts, and direct-funded charter schools throughout California.

Annually, from mid-May to the end of June, each local educational agency (LEA), using the Consolidated Application and Reporting System (CARS), submits the spring release of the ConApp. The spring release documents participation in these programs and provides assurances that the LEA will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs.

The winter release of the ConApp is submitted via CARS from mid-January to the end of February each year and contains the LEA entitlements for each funded program. For each federal program entitlement, LEAs allocate funds for the program as indicated by the program requirements.

Federal Program Monitoring

School districts, direct-funded charter schools, and county offices that receive funding for certain programs may be chosen for a review by the state. The purpose of the review is to ensure that they are spending the funding as required by law. At the end of each review, the state will complete a report that details any findings of non-compliance and informs the school, district, or county office how to correct the findings.

How are LEAs selected for review?

The Federal Program Monitoring (FPM) Office at the California Department of Education (CDE) coordinates these reviews through the FPM Regional Team Leads. Each local educational agencies (LEA) in the state belongs to one of eleven regions. In addition, LEAs are assigned to one of four cycles (A, B, C, or D). SMCOE is in Region 4 and is assigned to Cycle B.

Each year, multiple data from LEAs in two of the four cycles are analyzed by CDE. Several factors, including compliance history, academic achievement, program size, and fiscal analysis are considered in identifying LEAs for reviews. Based on these factors, LEAs may be selected for an onsite or online monitoring every two years.

County Office of Education (COE) Leads in partnership with the California Department of Education provide support to LEAs in the FPM process. Support activities may include providing technical assistance and trainings for LEAs. COE Leads coordinate regional/county support, contribute to user forums to share ideas, provide feedback, and facilitate communication.
