Training Track Stipends are calculated based on ECE Workforce Registry Training Reports. It is the applicant’s responsibility to review their ECE Workforce Registry Training report often and ensure that all professional development hours are represented by May 31, 2025.

You must complete at least 10 hours of professional development (PD) trainings by May 31, 2025, from one of the following sources. Note that repeated trainings are not eligible for a stipend. If your program/worksite participates in Quality Counts San Mateo, ELC Stipend Program trainings can be used to meet the 21 hours of PD required annually for Lead Teachers, Program Directors, and FCC Owners/Directors.

County Office of Education offerings that are eligible for professional development (PD) hours will be represented in this report within 2 weeks of the final session of a training. For questions about your attendance or credit, please refer to the P3ELS PD Policies (or email us at ELSS@smcoe.org.
CECO trainings should be added automatically to the ECE Workforce Registry, however, you should review and verify that CECO hours are represented. If CECO hours are completed after May 17, 2025, or NOT represented, you are required to download your CECO module certificates and upload them to the by May 31, 2025, for consideration. Please communicate this at ELCStipend@smcoe.org.
The California ECE Workforce Registry is a state, regional and local collaboration designed to track and promote the education, training, and experience of the early care and education workforce for the purpose of improving professionalism and workforce quality to positively impact children.
The 4Cs of San Mateo County offers a variety of workshops and training for all providers. Topics include business and administration of programs, nutrition, curriculum and activities for children, positive discipline, developmental screening, and caring for children with special needs. It also offers CPR, first aid and preventative health practices classes, and a variety of support for Family Child Care providers.
Get an Additional $300-$400 by Completing Permit Milestones
One (1) Permit Milestone stipend will be awarded per program year for the highest milestone achieved. If you are completing a Permit Milestone this program year, please notify and provide supporting documentation by or before June 10, 2025.

How to Apply
Complete the online Stipend Pathways Application by December 13, 2024, through the Stipend Module in the Workforce Registry.
- Login to your Registry Profile ()
- Select Stipends & Pathways -> Click Application -> 1) Update your profile
- Click Confirm and Continue -> 2) Select San Mateo: Early Learning and Care Teacher Stipend Program
- Complete the Application (a new application is required every year)
- Complete, Sign, and Upload a (a new W9 is required every year)
- Upload 2024-2025 Supplemental Forms (Permits, Transcripts, Professional Growth Plans / Ed Plans, Training Certificates) to the Workforce Registry by stipend deadlines
